There aren't many PS1 games published by SMEJ, so it might be interesting to look for changes on that list in subsequent issues.
Early interview with Kowloon's Gate director and writer Nakaji Kimura, published in the August 1995 issue of Hyper PlayStation. CG designers Hijiri Taketomi and Kouki Inoue also share their insights.
Indeed it seems to be one of the first games announced for the PlayStation, way before the console's release. Good luck on your research. I have some late 1995 to mid 1996 magazines with screenshots and interviews with the game's designer. Will try to share some pictures in the next few days.
Interesting find. I've double-checked the first issue (also Jan. 1995) of Hyper PlayStation from my archive and surprisingly there's nothing on Kowloon's Gate. That leaves the first issues of PlayStation Magazine and The PlayStation, which I don't have. There might be early coverage in Famitsu too.

The game's post-cyberpunk imagery is highly praised, although the magazine had this terrible penchant for using awkwardly pompous and elitist language in its columns, and it's no different here. Luckily, the interviewees had more interesting things to say.
Sony Music Entertainment's "title pending" action adventure game below V-Zone made me raise an eyebrow though.
Kouki Inoue and Hijiri Taketomi had previously worked on the opening for Osamu Sato's Eastern Mind, and they briefly talk about the challenges posed by Kowloon's Gate's greater cinematic scope, with Inoue saying that the amount of CG they were working on was enough for 2 or 3 feature films.
