I spent 10 years at UCSF, and Howard Fields was there the entire time. He counseled me many times, and I truly appreciate that nearly every time we spoke, although he was 20+ years my senior and 20+ times my h-index, he spoke to me as a peer, and with the best of intentions.
I will miss him.
New OMB regulations:
They will assert it is law, use it in practice, and then, once overturned in court, will find another delay tactic.
NIH will lose another fiscal year of funding as a result.

This could become a long discussion, but I would support NIH requiring institutions to always cover at least 50%. Provided it had a long adjustment period.
There are MANY setups that suggest or require from 0 to 35% from the institution. And these include MOST private med schools and hospitals.
People should pay attention. They are weakening or releasing more staff when they already cannot do grant admin.
They are forward funding grants to remove future financial obligations for FY27.
Something disruptive is afoot.
