This could become a long discussion, but I would support NIH requiring institutions to always cover at least 50%. Provided it had a long adjustment period.
There are MANY setups that suggest or require from 0 to 35% from the institution. And these include MOST private med schools and hospitals.

yes but I would be more specific about not putting ALL of your salary on grants. Some significant proportion should be borne by the institution (for example, at least 50%, happy to hear alternatives!) to avoid them gaining the indirects without investing in the PI
