This could become a long discussion, but I would support NIH requiring institutions to always cover at least 50%. Provided it had a long adjustment period. There are MANY setups that suggest or require from 0 to 35% from the institution. And these include MOST private med schools and hospitals.

Cost of one study section meeting, to the field, is about a half million dollars. Almost all of it is time from lab heads who perform the review, and lab heads who submit the proposals. Not making new awards wastes TREMENDOUS resources.
