It's the opposite actually, Sega wanted every game to play at least something when inserted into CD player. Dev docs say that CD-DA warning track is not required if the game uses at least one CD-DA track. Some games used a character-voiced warnings, mostly joking about destroying your deck.
Ah, kids these days. Considering how much the game struggles to switch between the building floors, you should be thankful you get any fight at all, and not another cutscene.
For wasca fallback rom (the one that displays error message if boot fails) i wanted the smallest Sega Saturn bootable image possible. After messing with yaul a bit, i got a cartridge rom with 4244 bytes size (only 136 bytes of real code&data, everything else is mandatory junk). What's your record?
