In 1919, Black families began to migrate in large numbers to the Midwest. When Black families arrived in the city of Evanston – less than 20 miles from Chicago – the city implemented discriminatory housing practices. Black families were prevented from moving into homes in most of the city.
The city became one of the most segregated cities in the U.S., and discrimination in providing mortgages to Black homebuyers continued to the eve of the 2020 George Floyd rebellion.

The program allotted $20 million to Black residents who lived in Evanston between 1919 and 1969 and experienced discriminatory housing policies. Their direct descendants can also apply, as can residents of any race who experienced housing discrimination in the years after 1969.
