He SURVIVED against Shadow.
Also consider that Sonic has NEVER beaten Shadow in a fair 1v1. Sonic always either has help, is let go, has the Emeralds, or is even getting his ass kicked in some timelines and even across other dimensions.
Eggman saw fit to make only a small handful of robot Sonics.
He then turns around and makes an entire army of Shadow Androids.
