Part of what makes this effective is that it implicitly suggests target groups are much larger relative to agent groups, and it insinuates that said groups are therefore a threat to the hegemony from which they benefit.

This is exactly right. There's a good chunk of research that says prejudice tends to inflate the perceived size of target groups. Scientists don't necessarily agree on why, but there are theories. I believe it's a combination of normal cognitive errors and deliberate manufacturing/manipulation.
