Bielecki serves on one of Chicago's 22 Police District Councils and, in February, sat on the committee drawn from those councils which nominates candidates to the CCPSA.
At the time, he was one of three white former CPD officers to sit on the nominating committee.
When Bielecki paid his visit to Minor's apartment building in February, she was in the midst of seeking renomination to Chicago's Community Commission for Public Safety and Accountability (CCPSA), established in 2021.
Bielecki said he went to her apartment building to verify her address.

Minor held a presser last week alongside supporters, including members from the nominating committee (one ex-nominator said she recently resigned over "toxic" racism she experienced).
They argued Bielecki's actions were indicative of police-aligned interests trying to derail Minor's candidacy.
