In lack of any foundational space for craftspeople of this type to discuss the inner workings of their artistic ambitions (i.e. no forums, decentralized web 2.0 social media hell) it is unlikley a new creative boom will occur any time soon, if it were to ever, but it is foolish to predict the future
I call that 'newschool' - therefore, most of the pixel art I see around me either through osmosis or direct study is newschool - because there simply have not been any further developments in the theoretics of pixel art, since. Newschool style is 15 years ago
What are the elements of a newschool style? 1. cluster work with all this entails instead of noisy work 2. crisp and clear, less AA and dither heavy art and 3. very controlled indexed palettes with close entries that hue-shift and take advantage of truecolor, unlike older linear ramps.

This may appear apocryphal to ppl who weren't immersed in that scene at that time but historically there really isn't any other breakpoint between 80s and 90s pixel art done for games or demos for CRT with bit limits and what happened after that for LCD screens, higher resolutions and true color
