Obviously the two most plausible explanations are that the president is nuts or a bullshitter, but I don’t think we can rule out decapitating the regime complicated figuring out who is in charge of what and negotiating for whom.
It’s possible the president is negotiating with himself, not in the business school sense but in the “various things are happening in his imagination” sense
