Several commentators asked OCTA to cancel a $19M hydrogen bus refueling project to fund Metrolink. OCTA staff replied that they can't because it's funded by grants - but that's a lie. (also, why are we rebuilding a 5 year old H2 facility for $19M? almost like it's an unreliable technology.)

Orthogonal to your point, but does it really make sense for a single county congestion management agency to get an effective veto on service levels and capital projects for a 500 mile regional rail network and the third most popular intercity rail service in the country?
