Hitting a cop with a hammer is not, in and of itself, terorrism.
But if you really can't comprehend that there are scenarios in which doing that is terrorism, then you simply do not understand the term terrorism and should stop acting as if you do.
To take a fictional example: Tyler Durden making sure the credit company's buildings were empty of personnel before bombing them to shit is still terrorism.

For a relatively recent and high profile case, one need only look at January 6. It is inarguable in any real sense that the people beating officers with flag poles were committing terrorism.
