This is Nanking Blue (BS 5252/4800 18 E 53, which is now called Tartan Blue)…
Also the fact that this Leeds flag looks very thin and is not 2:1 in proportion suggests it is late-era and not a genuine BR artefact, may even be fairly recent in spite of of its ragged condition
This image is making me think that it’s not original as the parallel fourfoots (fourfeet?) look a little too heavy compared with the sixfoot
