This is unfortunately true with the writing and people not being able to understand what a draft is either. I had one CD who literally could not conceive of what a draft represented and insisted on polished, shippable dialogue for everything even before quest objectived were designed.
Here is my Jane Yolen story, which I suspect is a pretty common one, or at least a variation thereon.
