So, I read an article which said this ain't Roman.
The Netherlands Ministry of Culture own this photo and their description isn't great (see thread)
So my revision here is that it IS Roman, but lacks the typical iron sole, so caused confusion.
Not all artisans in Rome were freeborn. Many did their apprenticeship, and gained their skills whilst enslaved.

This Thracian fibula (ornamental disk) is gilded silver & was part of an equestrian kit. It portrays a maelstrom of violence full of snarling dogs, attacking each other or hunting a ram or being throttled by a man. It’s a stunning but brutal piece
