Cats are a serious issue for nature conservation. Responsible pet ownership has to mean more than good intentions. It should mean real limits, including keeping cats indoors at dawn, dusk, and night, when evolution has tuned them into devastating hunters.

My concern would be that the pressure on the CAP budget is driving certain actors to push for the redistribution of wealth to a minority of intensive farmers using food production as the justification and the active farmer definition as the mechanism.
