The most disgusting behaviour I’ve ever witnessed in public spaces was directed at Sadiq Khan by ‘anti-Ulez’ protesters, who of course received way more coverage, much of it friendly, than the scheme’s incredible success ever will.

**If** proven, this is *incredibly* bad.
And a bit of a warning.
This really reflects a failure of storytelling/narrating (which I would distinguish from 'comms') combined with the government's inability (and PM in particular) to articulate who it is *for*, what values it stands for and to make the argument for what it is doing (and standing up to opponents).
