I know it sucks but, pending an official ruling from Bluesky's Top Scaffolding Regulation Experts, I think the tarp is actually a normal safety rules thing for debris risks.

Audio feed is back. Noting here that the tarp isn’t a shroud of secrecy, it’s a safety measure for bystanders who ARE NOT WEARING PPE. No one gets like this about tarps on scaffolding on regular buildings. I’d rather this work be done in as safe a manner as possible.
the laws of thermodynamics make this literally impossible to make any amount of sense. space stations already have trouble cooling from even the residual heat of humans and computers inside them
