Ratios are fine for yardsticks in the schoolhouse but most battles have been fought with closer to a 1:1 ratio despite the oft but ill cited rule being 3:1 for offensive advantage. (Ratios remove contextual analysis, which good commanders need)

as always the actual question is, "what do you need sealift (and/or airlift) *to do*?"
"I need eleventy bajillion quadrillion short tons of sealift to haul 6 divisions to do Causeway v2.0" might be an interesting academic exercise, but not a lot of linkages to the real world problems
Sealift is basically irrelevant in the blunting phase, either it's already there, it's coming via air, or it doesn't matter (prepo vessels play a minimal role in a China scenario bc of logistical realities and threat); if/when it goes protracted that changes some, but not as much as people think
