Applicants residing overseas can also submit applications for truth-finding via email ([email protected]).
Friday marked 100 days since the launch of the 3rd TRC. 4,716 applications for truth-finding have been filed so far by victims, bereaved families, and other related parties. With the Yangju Adoptee Archive, we recently met Chair Song Sang-gyo and Standing Commissioner Kim Gwi-ok.
Among the 4,716 cases, the top five categories are as follows: 1) Human Rights Violations and Cover-up (1,541), 2) Group Facilities (e.g. Hyungje Bokjiwon) (1,296), 3) Mass Civilian Killings (1,094), 4) Foreign Adoptees (437), and 5) Incidents involving Hostile Forces (148).
Applications for truth-finding can be submitted until February 25, 2028, and applicants may apply directly through the Truth and Reconciliation Commission as well as through local government offices in Korea, or overseas diplomatic missions.

The 1st TRC previously investigated the massacre of civilians in the Gochang Wolrim-ri Incident in 2007, but the survivors who applied to the 2nd TRC were not included in the original investigation, which only focused on those victims who were killed.
The CAAC concluded that the dismissal was unjust and unlawful because the TRC declined to explain the dismissal in relation to Article 2(1)4 of the Framework Act, which allows investigations into incidents where human rights violations resulted from the abuse of public authority.
ICYMI - Last Thursday, the Central Administrative Appeals Committee under the Anti-Corruption and Civil Rights Commission ruled against the 2nd TRC over its 2024 decision to dismiss an application for truth-seeking by survivors of the May 1951 Gochang Wolrim-ri Massacre Incident.
