The entirely true answer to this question is that if Peregrina wasn’t the WoL she’d be dead, still in the Aetherial Sea, and much, *much* happier because of it.
She resents being resurrected and forced to be WoL more than I can explain. Eventually killing Hydaelyn is cathartic for her.
