So the OECD framework is part of making AI literacy into numbers, making it a subject of comparison, international competition, and thus policy compulsion - just like other OECD tests. AI literacy-as-numbers will become a preoccupation of policy leaders just as PISA rankings have historically.

Disinvestment in public education is one factor for increased household spending on children. Many of these activities were part and parcel of what was offered in schools. Cutting funding for the arts, music, sports, extra-curriculars has meant households who can, will spend out-of-pocket.
