Agree re libraries, and will add that this is a devastating report in general. $10,000 a year average?? Also, I would argue anecdotally that classroom sales, traditionally a strong market for academic books, are way down in part b/c students are broke and downloading pirated books for free.

The AG is wrong. Protect libraries as the public good that they are. Licensing to libraries is already onerous for the libraries. Libraries are no enemy here.
