"Gov't couldn't meet it's burden" it's really a novel legal technicality. Was cited for 61mph in a 50mph Learned cameras have a margin of error +/- 1mph Govt is arguing "he was doing at least 11mph over" Court: He could have been doing 10mph over cause of MOE, you can't meet your burden.
