Specifically I guess I'm asking if the EO (which is again, not a law and Mamdani is under no obligation to follow it) put the cutoff at 19 as a way to test the waters on limiting adult access to care while framing it as a youth-focused EO or if they just drew an age out of a hat.
Is there a reason Trump's ghouls decided 19 would be the cutoff and not 18? Like, yes, obviously either is egregious and it's terrible Mamdani is so weak on this issue, but I'm more curious if like, there's some buried legal reason why 18 year old adults would be excluded from coverage for a year?
