Aren’t 16-year-olds allowed to join the army and go to university?
In 1908 the Lancet called for an 18+ age limit on reading in bed for U.K. children.
Something that may be difficult for non-experts to grasp is that experts can recognise when a student’s text is not meaningfully connected to cited literature in the expert’s area of expertise.
