I don't think it's dog whistling. GW represents a lot of what I don't like in the hobby, but they're certainly no closet-fascists. But I also don't think that any historical inspiration in 40k draws people into exploring historical wargaming.
Kind of. Together with the 40k Puma I think it will especially cater to a certain clientele within the 40k fandom

How about small gardens and such for the houses? Friend of mine did small animal pens with Renedra fences and herb gardens for his DA village, all connected by woodwn planks as walkway. Very pretty, but unfortunately I don't have any pics πŸ™„
