I scored Intermediate Plus on the oral proficiency test after 12 years of French Immersion. I couldn't explain my experience as a pilot in French during my interview, and used some English words. If we're setting the bar at Advanced or higher, I can't be the LG.

The judgment also states that the requirement to be bilingual is rooted in the undemocratic nature of the office itself. Voters can elect unilingual Members and indirectly a unilingual Premier, but that Premier cannot then appoint a unilingual Lieutenant Governor.
