Bullies don't go after weak people. Weak people have already submitted & perform whatever the bully wants.
Bullies go after strong people because they see them as a threat to their own misdeeds. They are weak and always make mistakes in judgement. Its the hubris. 😉
What can scientists do? They can talk to the public (like family, friends, and neighbors) about their research and why it’s important. They can, as citizens, participate in resistance communities. Oh, and there have to be troublemakers.

NIH is proposing a cap on the number of research project grants per principle investigator. This is in addition to the 6 apps per calendar year cap imposed by NOT-OD-25-132.
