I'm not sure I can ever emphasize this enough: libraries are the staunchest supporters of authors. They ensure people read our books; they BUY our books, whether we're self-published or trad. Why in the name of Levar Burton would an authors' advocacy group try to pit libraries as any sort of enemy?
