Small towns that were doomed to die off “revitalized” around having local CPB/ICE operating offices and police departments now receiving multi-million dollar federal grants, etc so on. Someone has to man the internal checkpoint from Presidio, after all etc.
I was explaining this to our congressional candidate the other day at the bar. The entire economy of the southern border for the smallest towns and medium cities alike has been transformed such that anywhere from around 1/3 to > 1/2 of local employment is predicated off of DHS and downstream funds

Anyway, Republicans see this and stuff like CoreCivic/GEO opening up new camps in dying towns and saw a model that would help give life support to any dying white majority rural county, not just in Texas but in Missouri, Kansas, Indiana, etc.
