A few things to think about, not that US "leadership" will.
1. Iran has a thriving war drone manufacturing business, despite all the sanctions.
2. Iran effectively has a border with Russia. Russia is happy to to hurt the US, and China is happy to supply Russia.

But what about security? A question that it seems very few "AI" producers or users asked. If someone dropped a poorly understood, almost totally unregulated, item capable of executing root code, into their network, they'd freak out.
But fortunately they did it themselves.
