just something I started picking up on when I spotted (what I believed to be) the big red "card read error" on the screen of the fare enforcement tool.
I find my gotocard's chip is particularly weak, and prone to doing "card read errors" at the fare readers, and it kinda seems like fare enforcement encounters this enough that they just wave you along.
