The MOU doesn’t contain any enforcement mechanisms for preventing Iran from obtaining nuclear weapons. It only requires the country’s leaders to pledge that they won’t do so — a promise they had already made multiple times before the war started.
“Iran will under no circumstances ever develop a nuclear weapon,” Iran’s foreign minister said before the war began.
