It's sad to see that some Mexican cities have also been infected with California-style pseudo-value capture. True value capture is a land value tax (and maybe a property tax). Demanding exactions of applicants at the moment they try to build is just extortion.

Monterrey has allowed unlimited FAR, building coverage, and density in its center since 2002. However, state law requiring 22 sqm land donation per unit makes this completely unusable.
