In California, recently passed YIMBY laws would have either (a) made this ministerial or (b) provided it with quite strong HAA protections. The issue here is increasingly not entitlement, but feasibility. No such protections in Kentucky.

I’m told zoning and planning was invented to keep residents from noxious areas. Here’s where that’s placing 200+ apartments. It’s a 17 minute walk on the shoulder of an Interstate to the train station. Who wouldn’t want to live next to a loud polluted dangerous highway? TOD!
