The point of American zoning is to put the most people in the worst places for residential, so they don't inconvenience the people rich enough to live in the best places for residential.

In California, recently passed YIMBY laws would have either (a) made this ministerial or (b) provided it with quite strong HAA protections. The issue here is increasingly not entitlement, but feasibility. No such protections in Kentucky.

Yet another Lexington housing development pulled, even as rents keep going up. It's funny, my impression is that the entitlement process in Kentucky may now actually be worse than in California. (Probably true of more and more states.)
