it doesn't seem to be doing it. 1500 dead people and thousands more with life changing injuries every year. Thousands killed by air pollution. Cyclists and pedestrians deliberately intimidated by entitled drivers, and by SUV drivers who appear to have no idea how big their wankpanzer actually is.
Tax on kerb weight might encourage manufacturers to make smaller cars. A modern mini is heavier and wider than Ford Cortina, which was considered a fairly big motor back in its day. It's the same weight and width as the old Granada, which was considered a large car

Weird now I think about it. In a world where we're expected to confirm our identity so often to prevent fraud, we're expected to volunteer information publicly that could enable fraud, or stalking.
An identity thief could easily learn my name, address and child's birthdate.
