i'm not going to say italy is perfect, but last i remember when i visited as i understand it like every highway is a tollway and maybe we should consider doing the same tbh.
Every time someone talks about needing parking for disabled people (which as an aside, most can't drive) I offer "ok, so maybe we should change more regular spots to handicap only, the thing we already have a system for" and they don't ever say "oh yeah, more handicap spots would be great".
we can understand that there's a cycle of incentives and systems here.
the solution isn't to say "well we can't target individuals because that's mean and we can't target companies because then how will individuals get their trucks and gas", but instead virtuous cycle the opposite way.
the end result is it should not be viable for companies to push as much big inefficient private yank tanks. If it continues to be viable that's a failure.

At the end of the day companies are going to have to be force to reorient their production, governments are going to have to regulate companies and individuals and build better environments, and individuals are going to have to reform their behavior. all of the above.
