(2/2) An assumption is that the court is well aware of the risks of additional sanctions if new warrants are pursued and it is likely that 'behind the scenes' planning with some supportive states to help mitigate any new sanctions has to some extent already taken place.
(1/2) If reporting confirmed, it will be interesting what might emerge in terms of threats and/or implementation of new sanctions by the US administration against the ICC (staff or possibly the court).
