There are instances (ex.: Chaco Canyon) where people seem to have looked at an emerging state, said "fuck that!" and gone off to try something a bit different (still agricultural and still "urban", as far as "emerging states" are urban).

Silly as I find anarchism today, lads, when the anthropologists say that the emergence of the early states of human history was a mostly bad thing they really do have a point. Ancient Sumer did not meaningfully provide anyone any public services unless you were very very very rich.
