My bad, it does appear that this change took effect on November 22, 2023. However, the reason I thought it was a recent change is that I haven’t seen anyone mention it since.
This in no way resolves the privacy issue on VRChat, and it’s just one example among many.
VRChat's terms of service have changed, and it's not good for your privacy (if you even had any to begin with on this game...)
