The problem is the difference between thousands of years of misery (use fossil fuels) vs a hundred+ years of misery (remove fossil fuels).
This may impact the type of response to flooding, but it probably won't result in no response at all.
Really there should be no difference in mitigating policy.

They deny humans are responsible for climate change, not that climate change is happening.
