If I make a piece of art and someone sees it and wants to get it tattooed on them - go ahead. Don't need my permission or payment. Imo that is transformative - for one thing. But I dont feel "injured" in any way by that. Some tattoo artist makes money, someone gets a tattoo they like. All good.
