The Chair of the House Budget Committee is literally saying they're going to pay for a war by cutting programs for people with low incomes.
This speaks to the folly of HR1 last year which made historic cuts of nearly $1 trillion to Medicaid the leanest part of our health care system while doing nothing to address the high costs of health care.

The proposal to cut federal #Medicaid $ for states using their own funds to cover immigrants would triple the costs of expansion forcing them to drop that coverage. This would include not just undocumented immigrants but also legal immigrants who lose eligibility under H.R. 1 this October.

And a reminder H.R. 1 already cut federal #Medicaid and ACA Marketplace spending by $1.1T/10 years increasing the uninsured by 10 million. They were the largest Medicaid cuts and coverage rollback in history (not even counting the 4 million more uninsured with the
ACA enhanced subsidy expiration).
Both proposals were included in initial versions of H.R. 1 but later dropped. Ending silver loading by appropriating cost-sharing reductions effectively cuts ACA premium tax credits further (on top of the expiration of enhanced credits) & increases out-of-pocket premium costs/number of uninsured.
