Really crappy analogy. The government does not 'penalise your access'. They penalise the carmaker if the carmaker lets you drive it. And if the car is deemed to be safe, access is still available.
Other people: It's good fertility rates are falling. We can always bring in migrants to solve any problems that causes. Rich white men are using this as code for racism.
Your solutions also wouldn't solve the 'problem'. Higher standards of living/education = lower birth rates. The real question is, of course, whether lower birth rates is actually a problem. A few decades ago, it was regarded as an aim.
...of course, the real 'problem' he's raising is migration. We don't have a problem with a declining birth rates if we accept migrants to fill the roles we no longer can.
