It could appear somewhat "two tier" if the wealth, cultural power & political connections of Citizen Musk mean that the type of criticisms and constraints (eg ability to visit) that were applied to less famous stirrers of disorder & violence won't apply to world's richest man with nost online reach

Starmer should have no hesitation in labelling Musk a threat to democracy and national security rather than merely accusing him of “division”.

For example, "I told you so: this is a kill or be killed civil war you are heading into now. When will you learn?" would deeply irresponsible attempt to socialise & legitimise violence in our society that is probably not quite at the threshold of incitement in law

The protocol would need to have significant capacity (+ will, lots is possible). To be effective, parts of govt may need flag content in real-time [with trust platform wants to act ]. A key challenge is that much dangerous content that socialises violence may not quite hit "unlawful": cf Musk tweets
There is weaker direct contact with comparatively small numbers of migrants and minorities in NI outside Belfast, which may impact on attitudes towards their presence, and towards those directing violence towards them. Its probable 85%+ disapprove of violence but eg 5% favouring it is lots of people

I think likely both (less naive mobs, more training; but also less ability for state to monopolise viiolence or assert control) may contribute somewhat to the outcone: 5-10 times less likely to face consequences when the conduct is worse.
