It is important to speak to the 90% norm; to make it more vocal + visible and denormalise the 4% (who think most people agree with them)
And to contain reach of open/tacit consent online.
And to police the 1-4%: make sure people can't cover their faces + know there could + will be consequences.
This skew explains the belief that this type of thing will spontaneously erupt among millions (+ the surprise when nobody except the counter-protestors turned up for the day 6 pogrom threat in 2024)
