Wtaf. This is effectively legalising neglect. I've worked with people who had profound cognitive impairments and they may not be able to say (e.g) "take me to the park", but you can see from their reactions/expressions once there how much they enjoy it. They know the diff btwn free & shut in.

This is horrifying. It classes disabled people as not fully human, because it is saying that they cannot ‘feel’ the same way as an able bodied person would in the same circumstances.
