When local jails don't share information with ICE, agents can no longer pick people up in a controlled setting. They have to find them in the street instead and these street arrests carry more risk for everyone involved.
New York's governor recently signed laws that ban local police from cooperating with federal immigration enforcement. Homan says those laws left ICE no choice but to send more agents to do the work on their own.
